However, the parish is not currently included in a Winter Weather Advisory.<br />

As of 2 p.m. the National Weather Service has forecasted that our area will receive sleet and light snow beginning tomorrow very early morning and continuing until around noon. No accumulation is expected.<br />

There are currently no concerns about elevated roadways and bridges in our parish; however, the Department of Transportation and Development (DOTD) has aggregate, sand piles and salt spreaders ready to be deployed if needed.<br />

Please note that residents MUST notify their insurance companies of any property damages prior to obtaining IA. Please have the following information available when you call: A phone number where FEMA can reach you; social security number; current mailing address; address of the affected property; brief description of the damages; insurance information including policy number. FEMA teams beginning Thursday (Sept. 6) will be going door-to-door throughout the parish assessing needs for assistance and giving out information on how to register. Team members will be wearing blue FEMA shirts and photo identification with the FEMA logo. <br />
<br />
<span style="font-weight: bold;">DISASTER FOOD STAMPS (DSNAP):</span> St. Charles Parish residents may pre-apply for disaster food stamps by calling 1-888-524-3578 or visiting <a href="http://dss.louisiana.gov/">dss.louisiana.gov</a>. A DSNAP site will open from 8 a.m. until 6 p.m. beginning Sept. 9 at Mount Airy Baptist Church in Boutte. A shuttle service will transport residents to the site from the West Bank Bridge Park in Luling. Shuttle service will run continuously each day until it is determined that no new applicants can be served before 6 p.m. <br />

Disabled and elderly individuals can drive up to or be dropped off at the site to be serviced. Staff try to see these applicants as quickly as possible. These applicants are also being helped onto shuttles at the West Bank Bridge Park. Another option is for the individual to name an authorized representative to make their application and be interviewed for them. In order to do that, the household would need to sign a statement authorizing another person to make an application for them and send a copy of their picture ID. The authorized representative would need to give the statement, the head of household's ID and their ID when they go to the site. They would need to be prepared to answer questions regarding the household's situation.

<span style="font-weight: bold;">DISASTER UNEMPLOYMENT ASSISTANCE: </span>People in St. Charles Parish whose jobs have been lost or interrupted as a direct result of Hurricane Isaac in parishes approved for FEMA’s individual disaster assistance are eligible for Disaster Unemployment Assistance (DUA). Anyone who has not returned to work as of Sept. 8, 2012 can apply. The deadline to apply is Oct. 2, 2012. To apply visit <a href="http://www.laworks.net/">www.laworks.net</a> or call 866-783-5567.<br />

<span style="font-weight: bold;">DISASTER RECOVERY CENTER:</span> A state/FEMA Disaster Recovery Center (DRC) has opened in
St. Charles Parish to assist homeowners, renters and business owners who sustained damage to their home or personal property as a result of Hurricane Isaac.<br />
Specialists from the state of Louisiana, the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) are on hand to answer questions and provide information on the types of assistance available to survivors.<br />

The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. seven days a week until further notice.<br />
<br />
SBA offers federal low-interest disaster loans to residents and businesses. After registering with FEMA, visit any Disaster Recovery Center where SBA representatives will answer questions, explain the application process and help each resident or business owner apply to SBA. For SBA information or to apply online, visit <a href="http://www.sba.gov/">www.sba.gov</a> or call 1-800-659-2955. Individuals who are deaf or hard of hearing may call 1-800-877-8339.<br />

<span style="font-weight: bold;">PRIVATE PROPERTY DAMAGE: </span>St. Charles Parish is collecting data regarding Hurricane Isaac debris located on private property which poses an immediate threat to life, public health and/or safety or may impact utility services for personal or business use. Please report these cases to St. Charles Parish EOC at (985) 783-5050.<div>
<br /><span style="font-weight: bold;">BUILDING PERMITS: </span>Permits are required for the repair of storm-related damages to structures, including roof repairs. The St. Charles Parish Council has waived all permit fees and some plan
review and inspection fees relating to hurricane repairs. Damage to home or business electrical service requires permits and inspections prior to reconnection. <br />
For those whose electrical panel or meter box has separated from their homes, an electrician is required to do the work. Inspections may be scheduled by calling (985) 655-1070. Inspection fees have been waived. Please keep in mind that insurance companies frequently require proof of compliance with building codes for release of funds. <span style="font-weight: bold;">GARBAGE PICKUP:</span> Regular residential garbage pickup has resumed as of Aug. 31. This is for cans and bagged items ONLY. Please note that pickup is running behind due to long waits at the landfill, but crews should be covering any missed addresses the following day. Garbage issues may be addressed to (985) 331-8604 or by filling out the form at <a href="http://stcharlesparish-la.gov/">stcharlesparish-la.gov</a> under 'I Want To…' >> '<a href="http://www.stcharlesparish-la.gov/index.aspx?recordid=65&page=353">Report</a>.'<br />

<span style="font-weight: bold;">DEBRIS PICKUP:</span> Debris pickup is ongoing. The process is estimated to take 4 to 6 weeks due to the amount of debris and estimated wait time at the landfill. This is for storm-related tree limbs, vegetation and white goods. DO NOT bag tree limbs or large vegetative debris. Remember not to block fire hydrants, water meters, gas meters, cable or phone pedestals or drainage infrastructure. Separate all types of debris (vegetative, construction and demolition, white goods, etc.) as each is handled differently. Vegetative debris will be removed FIRST. Residents should place small bagged items (leaves, spoiled food, etc.) in their garbage cans for faster removal through regular garbage collection. Do not mix household garbage and debris. For example, don't add tree branches to your garbage can on top of garbage bags, and do not place piles of debris around garbage cans to where the debris would have to be moved to get to the can. <br />
<br />
Please place all debris at your curb. Please do not place debris on neutral grounds. The contractor cannot enter private property to pick up debris. Those living on state highways that are able to place debris along a parish street are encouraged to do so. The parish is NOT legally allowed to pick up debris on state highway rights-of-way. (This is important especially on Highways 306 in Bayou Gauche and Old Spanish Trail in Boutte and Paradis.)<br />

People will be able to move freely throughout St. Charles Parish today (8/27), and we do not anticipate closing any local roads except in the case of hazardous road conditions, such as downed power lines, downed trees and flooding.<br />

<b>Is the parish planning on turning off the water or sewage? I've heard both of these referred to on radio and TV.</b><br />
The parish does not 'turn off' water and sewage, however, with loss of power and downed trees and power lines, both services could see outages.
<br />
<br />
With sewer services, more than 300 lift stations have to be pumped down continuously with generators. It is a slow process, and with power outages the parish will likely be asking residents to refrain from sewer usage as the system will be stressed.
<br />
<br />
With water, if there are enough uprooted trees, lines can be broken and the water quality and/or service itself can be compromised.<br />
<br />
<br />
<b>Why did the parish issue a mandatory evacuation?</b><br />
A mandatory evacuation was issued due to a few important factors. The parish reached its trigger point on Sunday to not only publicize an evacuation for residents in general, but to also put into action its assisted evacuation plan, which is organized and staffed by parish employees and other agencies. The storm was predicted to come ashore as a strong Category 2, which has the potential to cause widespread storm surge flooding on the West Bank of the parish and the town of Montz. There is still a lot of uncertainty as to the storm track and intensity of Isaac, and there is a very real potential for widespread flooding from rainfall. In addition, parish services such as emergency medical, sewer and water service may be interrupted for an extended period of time; with a potential for up to 48 hours.<br />

<b>How likely is it that gas may be turned off?</b><br />
Atmos Energy will not be shutting gas service off for the storm. Atmos asks that you report any suspected leaks to them at 1-888-286-6700. When evacuating please do NOT turn off your gas.<br />

<b>Are there any shelters on East Bank?</b><br />
The parish will not open any shelters within the parish. Those wishing to shelter can use assisted evacuation by pre-registering with EOC at (985) 783-5050 by 3:30 p.m. Aug. 27.<br />

911 is the best number for all emergency services such as medical, fire and police.<br />

<b>Since hurricane protection does not protect Montz, is it possible that the Bonnet Carre Spillway would be opened on the lake side to reduce flooding? </b><br />
The spillway is always open on the lake side. Because it is contained by guide levees its function does not have any bearing on storm surge or drainage of Montz.

<b>If a tornado were to occur during the hurricane, will the sirens still sound since we have a mandatory evacuation in place? </b><br />
Yes, the parish will make use of the sirens to warn those who may still be in the parish of a tornado warning. This occurred during Gustav and in all likelihood will occur with Isaac.<br />

<b>There is a lot of talk about the West Bank because they have no levees, and rightfully so, but should the East Bank be just as concerned about major flooding, or should we expect street flooding?</b><br />
The East Bank of St. Charles Parish (except for Montz) is protected by a federal levee that is part of the Corps of Engineers Hurricane Storm Damage Risk Reduction System for Greater New Orleans. It was recently brought up to 100-year storm protection. The levee is now at 16.5 feet in height, which means storm surge through Lake Pontchartrain and the LaBranche Wetlands would have to get that high to overtop. The Pontchartrain Levee District, in conjunction with the parish, also just completed the massive Cross Bayou pumping station to help alleviate the drainage issues that come from rainfall inside the levee system. Because of that improvement, we will see drainage improvements in Destrehan and especially along Airline Highway where in the past water has stacked up near Ormond Boulevard. That being said, there is the need for at least one more additional pump station along the levee. With Isaac, the water threat on the East Bank is indeed the potential for rainfall flooding. <strong>If I leave, who will protect my property?</strong><br />
The St. Charles Parish Sheriff’s Office will deploy all enforcement deputies on patrol 24 hours a day. Patrol strength should be about three times the normal compliment of deputies. Deputies will patrol until conditions make it unsafe to do so. As soon as the storm threat has passed, deputies will continue patrol and will do everything possible to protect your home and property to the best of our ability.<br />

<strong>If I evacuate, will I be allowed back into St. Charles Parish?</strong><br />
Yes, we will allow St. Charles Parish Residents to re-enter the parish. However, if a certain area is heavily damaged by flood or wind damage making it unsafe to enter, these areas could be restricted for safety reasons. As a general policy however, we will make every effort to allow residents to access their own private property.

This is the St. Charles Parish EOC with an important message regarding the tropical system Isaac. The EOC is fully activated and taking actions for preparation for this storm, with the parish currently being under a hurricane watch. Parish President V.J. Multiple parish government departments contributed to an all-hands-on deck approach to execute pre-storm debris analysis. Parish personnel rode all parish streets to identify trouble spots for Public Works and garbage contractor SDT to correct before they could become a drainage issue.<br />
<br />
The <a href="http://stcharlesparish-la.gov/recreation">Department of Parks and Recreation</a> collaborated with <a href="http://stcharlesparish-la.gov/publicworks">Public Works</a> to increase manpower in the field regarding drainage and debris handling, with field personnel going to A/B shifts early in the week to allow response to occur around the clock.<br />
<br />
In addition, flood mitigation efforts and infrastructure improvements since the December 2009 rain event showed their worth. These included – but are not limited to – an additional pump at East Harding (New Sarpy), culvert gates at Prescott Canal (Montz), additional culverts in James Business Park (St. Rose), increased pumping capacity at Almedia / Walker (St. Rose), use of two pumps at Cross Bayou (Destrehan) and several automatic bar screen cleaner installations. <br />
<br />
We are grateful to our residents, who heeded our warnings and appeared to have limited travel during dangerous conditions. <b>We also received great assistance from the public in identifying streets with high water and other potentially dangerous situations.</b> Without that help the parish could not have responded as effectively.<br />
<br />
We continue to urge residents to <a href="http://getagameplan.org/">be prepared</a> for storm threats, as the 2011 season is just heating up.<br />
