Rumor control.

WILLOWDALE 'LEVEE OVERTOPPING': The berm levee surrounding Luling's Willowdale subdivision has been rumored to be overtopping. While the marsh to the south of the subdivision is holding higher than normal water, the berm levee has not overtopped. Public Works is monitoring the situation closely and is initiating flood fighting measures to protect homes in the area.

RE-EVACUATION: The parish has not called for any additional evacuations. The parish remains under the original mandatory evacuation order called at 6 p.m. Sunday.

ST. ROSE 'FLOOD GATES': We have been asked about 'flood gates' being opened in Destrehan to 'relieve pressure.' Apparently this rumor refers to the sandbags placed across Airline Highway at the St. Charles / Jefferson Parish line. There is no flood threat on either side of the sandbags, and no plans that we are aware of to remove the bags until after the storm threat passes.

Questions and answers.

Will there be any road closures in the parish due to the mandatory evacuation?
People will be able to move freely throughout St. Charles Parish today (8/27), and we do not anticipate closing any local roads except in the case of hazardous road conditions, such as downed power lines, downed trees and flooding.


Is the parish planning on turning off the water or sewage? I've heard both of these referred to on radio and TV.
The parish does not 'turn off' water and sewage, however, with loss of power and downed trees and power lines, both services could see outages.

With sewer services, more than 300 lift stations have to be pumped down continuously with generators. It is a slow process, and with power outages the parish will likely be asking residents to refrain from sewer usage as the system will be stressed.

With water, if there are enough uprooted trees, lines can be broken and the water quality and/or service itself can be compromised.


Why did the parish issue a mandatory evacuation?
A mandatory evacuation was issued due to a few important factors. The parish reached its trigger point on Sunday to not only publicize an evacuation for residents in general, but to also put into action its assisted evacuation plan, which is organized and staffed by parish employees and other agencies. The storm was predicted to come ashore as a strong Category 2, which has the potential to cause widespread storm surge flooding on the West Bank of the parish and the town of Montz. There is still a lot of uncertainty as to the storm track and intensity of Isaac, and there is a very real potential for widespread flooding from rainfall. In addition, parish services such as emergency medical, sewer and water service may be interrupted for an extended period of time; with a potential for up to 48 hours.


How likely is it that gas may be turned off?
Atmos Energy will not be shutting gas service off for the storm. Atmos asks that you report any suspected leaks to them at 1-888-286-6700. When evacuating please do NOT turn off your gas.


Are there any shelters on East Bank?
The parish will not open any shelters within the parish. Those wishing to shelter can use assisted evacuation by pre-registering with EOC at (985) 783-5050 by 3:30 p.m. Aug. 27.


Apart from 911, what direct phone numbers should we have in our cell phones to contact emergency services so people will know we're here and in trouble?
911 is the best number for all emergency services such as medical, fire and police.


Since hurricane protection does not protect Montz, is it possible that the Bonnet Carre Spillway would be opened on the lake side to reduce flooding?
The spillway is always open on the lake side. Because it is contained by guide levees its function does not have any bearing on storm surge or drainage of Montz.


If a tornado were to occur during the hurricane, will the sirens still sound since we have a mandatory evacuation in place?
Yes, the parish will make use of the sirens to warn those who may still be in the parish of a tornado warning. This occurred during Gustav and in all likelihood will occur with Isaac.


There is a lot of talk about the West Bank because they have no levees, and rightfully so, but should the East Bank be just as concerned about major flooding, or should we expect street flooding?
The East Bank of St. Charles Parish (except for Montz) is protected by a federal levee that is part of the Corps of Engineers Hurricane Storm Damage Risk Reduction System for Greater New Orleans. It was recently brought up to 100-year storm protection. The levee is now at 16.5 feet in height, which means storm surge through Lake Pontchartrain and the LaBranche Wetlands would have to get that high to overtop. The Pontchartrain Levee District, in conjunction with the parish, also just completed the massive Cross Bayou pumping station to help alleviate the drainage issues that come from rainfall inside the levee system. Because of that improvement, we will see drainage improvements in Destrehan and especially along Airline Highway where in the past water has stacked up near Ormond Boulevard. That being said, there is the need for at least one more additional pump station along the levee. With Isaac, the water threat on the East Bank is indeed the potential for rainfall flooding. More community closures.

St. Charles Council on Aging will be closed until Thursday.

The German Coast Farmers’ Market will be closed on Wednesday, Aug. 29.

Jesuit vs. Hahnville cancelled due to threat of Tropical Storm Isaac

The threat posed by Tropical Storm Isaac's move into the Gulf of Mexico has resulted in Jesuit and Hahnville cancelling their Thursday night high school football season opener.The game was scheduled for 7 p.m. at Hahnville.

Jesuit and Hahnville officials decided Sunday evening to cancel the game following a mandatory evacuation order issued by St. Charles Parish, Hahnville Coach and Athletic Director Lou Valdin said. There is no possibility of rescheduling the game, Valdin said.

Court has been cancelled in St. Charles Parish until Thursday.

Boutte Christian Academy has cancelled classes for through Labor Day.

Information from Sheriff Champagne on mandatory evacuation.

The St. Charles Parish President has called for a mandatory evacuation effective at 6 p.m. Sunday for all residents in St. Charles Parish due to Hurricane Isaac.

What does this mean?
It means that conditions from Hurricane Isaac will be such that widespread damage and flooding are possible. It also means that vital services such as food stores, fuel and medical services may be unavailable for an indefinite period. Accordingly, residents are strongly advised to seek shelter outside of St. Charles Parish.

Will I be forced to leave my property?
No, you will not be forced to leave your property. You must be aware, however, that important emergency services such as police, fire, medical, food and fuel might be unavailable for an extended period of time. If you stay, you should be prepared to be self-sufficient.

If I leave, who will protect my property?
The St. Charles Parish Sheriff’s Office will deploy all enforcement deputies on patrol 24 hours a day. Patrol strength should be about three times the normal compliment of deputies. Deputies will patrol until conditions make it unsafe to do so. As soon as the storm threat has passed, deputies will continue patrol and will do everything possible to protect your home and property to the best of our ability.

If I evacuate, will I be allowed back into St. Charles Parish?
Yes, we will allow St. Charles Parish Residents to re-enter the parish. However, if a certain area is heavily damaged by flood or wind damage making it unsafe to enter, these areas could be restricted for safety reasons. As a general policy however, we will make every effort to allow residents to access their own private property.

What documentation do I need to get to my workplace in St. Charles Parish?
Your legal ID (drivers license) and a letter or ID from your place of employment will be sufficient to get into St. Charles Parish after the storm passes.

Garbage service update.

Garbage service will run its normal route on Monday, Aug. 27. Service will be cancelled indefinitely beginning Tuesday due to Isaac. Please SECURE garbage carts if you leave your home.

Latest EOC CTY message

This is the St. Charles Parish EOC with an important message regarding the tropical system Isaac. The EOC is fully activated and taking actions for preparation for this storm, with the parish currently being under a hurricane watch. Parish President V.J. St. Pierre has declared a state of emergency.

Due to the severity of storm surge and flooding, an evacuation could be called as early as this evening. Residents who wish to leave before an evacuation is called are encouraged to do so. Information on assisted evacuation will be forthcoming. During the storm, the loss of power along with parish and emergency services should be expected. All losses of power should be reported to 1-800-ENTERGY.

Also, public schools in St. Charles Parish have been cancelled for Monday, Tuesday and Wednesday.
Sandbag locations are currently being stocked, and residents are encouraged to prepare their homes for hurricane conditions.
